DOE Regulating Test Procedures for Ceiling Fans

In early February, ALA submitted comments in response to Department of Energy's (DOE) Dec. 2021 supplemental notice of proposed rulemaking (SNOPR) regarding test procedures for ceiling fans. The SNOPR offered additional changes to DOE’s 2019 notice of proposed rulemaking (NOPR). The additional changes were derived from data gathered during round-robin testing. The testing was requested by ALA.

After reviewing the comments for the SNOPR and 2019 NOPR, DOE should finalize the test procedures later this year.

Federal 45 LPW Backstop for GSLs

Last month, ALA submitted comments addressing DOE's NOPR seeking to implement a 45-lumen-per-watt requirement for general service lamps. DOE is taking this action because of a new determination regarding whether or not the backstop has been triggered. The change reverses a 2019 decision by DOE. 

ALA supports implementing the backstop. However, enforcement of the backstop could prove problematic for some parts of the supply chain. The mechanism to enforce the backstop is a sales ban. Hastily implementing the sales ban could adversely impact ALA manufacturers and retailers. In the comments, ALA asked the department for a reasonable amount of time to sell through existing inventory to avoid financial losses for members.
