Also last week, the Department of Energy (DOE) announced it had completed its work updating the so-called Process Rule. The Process Rule is an internal rule used by DOE to define the rulemaking process. Often times, the rulemaking process is an ambiguous ordeal leaving interested parties questioning the process and the methods used to establish new energy conservation standards. This update marks the first time the Process Rule has been amended in 25 years.
ALA was engaged throughout the rulemaking proceedings, working to bring a common-sense approach to the rulemaking process. Amongst other changes, ALA especially advocated that test procedures should be completed a minimum of 180 days before proposing new energy conservation standards. ALA is delighted this requirement was incorporated in the final rule.
